Again you can pick up tools pretty cheap, but to do it properly, you will need tools to both remove and install the crown race. Headsets come with a crown race which gets fitted to your fork steerer. Ebay has cheap stuff to remove and install headsets which does the job.
Is the headset still installed? Does it need a new one? Removing old headsets is pretty easy with the right tool, and to install a new headset you will either need to make your own tools or buy one. Is the headtube straight 1.125" or tapered? That will be important working out which headset and forks you need, hence the year of the frame - old models will be straight, newer might be tapered. When you say "fixed" do you mean single speed or a fixed gear (fixie), i.e. If you don't already have all the tools you'll be looking at least a few hundred just for them. Click to expand.You don't mention the year the frame was built or what you want to ride it for (dirt jumps, pump track, street) but not a big budget if you want both light and strong, especially for forks and wheelset.
